DESCRIPTION;ENCODING=QUOTED-PRINTABLE:\n\nSpillovers in Social Programme Participation: Evidence from Chile” join
t with Pedro Carneiro, Barbara Flores, Emanuela Galasso, Rita Ginja and Luc
y Kraftman\n\n\nAbstract: \nWe analyze how peers affect the participation i
n a family allowance for poor families in Chile called Subsidio Unico Famil
iar (SUF) using a regression discontinuity design. To identify the spillove
rs effect, we exploit variation in the information about social programs du
e to a home-visitation program for families in extreme poverty introduced i
n 2002 called Chile Solidario (CS). Conditional on an index of wealth, elig
ibility to receive the home-visits are random around municipality level cut
offs. We find that not only individual participation in CS increases the ta
ke-up of SUF, but that participation in SUF also responds to neighbors' par
ticipation in CS. In particular, we estimate network effects on participati
on in social programs of about .5. To put this figure in context, if neighb
ors' participation in SUF increases by 3.7pp, then the participation of the
household increases by 1.5pp. To understand the mechanisms through which p
eer effects operate, we allow for heterogeneity for different types of netw
 orks.\n
